You do not need an architect's stamp or design to submit house plans for permitting anywhere in the country.

However, you may need a structural engineering review by a licensed structural engineer. This is most common in seismic and high wind regions. Architects, designers, draftsmen, and homeowners are all potentially subject to engineering reviews.
